My Husband got a ticket for improper ping on the right on NJ , but we live on NY?

Not only does he have to pay it, if he doesn't it will come up as a bar against renewal for his license, and for any registration in his name, if he doesn't. It will count for the number of points essed in NY (I don't have the list handy).
