Is Judaism continually changing and being added to?

Deuteronomy 17:11 commands us to listen to the rabbinic courts. also, the writings of rabbis helps to interpret law, it doesn't change it. interpretation is necessary if you want to follow the bible (if you want to take everything it says at face value, then you're a karaite, which is a whole different story).
