Who are the rebels in the book MockingJay?

Th Capitol didn't like katniss be cause she and peter reveled in the games the first time they went in and the second time they blew up the arena. The rebels are the people fighting back agianst the Capitol because they don't like what the Capitol does. Hope I helped
