Jay Cutler or Mark Sanchez as starting QB today?

I play in a Yahoo league, we start 2 QB's. I have Peyton, Jay Cutler and Mark Sanchez, obviously Manning is playing, I'm undecided who the 2nd QB should be. I have Philly as my defense, which is playing against the Bears & Cutler. Who would you start as the 2nd QB? Thanks everyone!
