The idea of a super congress is being proposed, why do our leaders like to disrespect the constitution?

I don't like it, the two houses are separate for a reason, but I trust that should the committee produce a bill that the republicans or democrats in the house and senate not like, it would not survive a up or down vote anyway. No matter what, the citizens are going to hold them accountable for their vote whether they were involved in the debate or not.
